An act to add Chapter 5.1 (commencing with Section 8808) to Part 6
of, and to amend and renumber the heading of Chapter 5 (commencing
with Section 8810) of Part 6 of, the Education Code, relating to
school programs.
LEGISLATIVE COUNSEL'S DIGEST
SB 582, as amended, Alpert. California Center for Training and
Technical Assistance.
Existing law establishes the Healthy Start Support Services for
Children Act to, among other things, promote interagency coordination
and collaboration among the state agencies responsible for the
provision of support services to children and their families.
Existing law establishes the After School Learning and Safe
Neighborhoods Partnerships Program to create incentives for
establishing after school enrichment programs for pupils in
kindergarten and grades 1 to 9, inclusive, at participating
schoolsites.
This bill would establish the California Center for Training and
Technical Assistance as a public and private partnership with
responsibility for designing and coordinating training and technical
assistance for local programs school-linked
service programs , including after school programs and other
school-related programs. The bill would place the California Center
for Training and Technical Assistance under the direction of a board
of directors. The bill would authorize the California Center for
Training and Technical Assistance to contract with existing technical
assistance and training service providers to perform technical
assistance and training in various subject areas. The bill would
provide that funding for the center would be provided through a
public and private partnership shared by the state and the foundation
community.

THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:
SECTION 1. Chapter 5.1 (commencing with Section 8808) is added to
Part 6 of the Education Code, to read:
CHAPTER 5.1. CALIFORNIA CENTER FOR TRAINING AND TECHNICAL
ASSISTANCE
8808. The Legislature finds and declares all of the following:
(a) There are numerous after school and school-linked social
service sites, including Healthy Start, Office of Child Abuse
Prevention Programs, Beacon Schools after
school program models , and other integrated service sites
throughout the state.
(b) There will be an additional 500 sites resulting from the
California After School Learning and Safe Neighborhoods Partnerships
Program and the Federal 21st Century Learning Centers Program.
(c) The Legislature recognizes the need to support quality
programs that produce results, and further recognizes the need for
technical assistance and training for these sites.
8808.1. The California Center for Training and Technical
Assistance is hereby established as a public and private partnership
with the responsibility for designing and coordinating training and
technical assistance for local programs
school-linked service programs , including after school
programs and other school-related programs.
8808.2. The California Center for Training and Technical
Assistance shall be under the direction of a board of directors,
appointed by the Governor, subject to confirmation by the Senate, and
comprised of the following members:
(a) A representative from the Foundation Consortium
philanthropic community .
(b) A representative from the State Department of Education.
(c) A representative from the United States Department of
Education, to the extent that federal agency elects to participate.
(d) A representative from the Health and Welfare Agency.
(e) A youth member.
(f) A representative of the Cities, Counties, and Schools
Partnership.
(g) A representative from statewide park and recreation districts.
(h) Representatives from local programs providing services to
children, youth, and families.
8808.3. The California Center for Training and Technical
Assistance may contract with existing technical assistance and
training service providers, including, but not limited to, the
Healthy Start Field Office, the National Center for Community
Education, the Greater Bay Area Family Resource Network, and the
Community Network for Youth Development. Technical assistance and
training may be provided in the following subject areas: academic
enrichment, positive youth development, developing partnerships,
results-based accountability, administration, collaboration,
evaluation techniques, visual and fine arts, site mediation, and
diversity training. Strategies for providing the technical assistance
and training may include, but are not limited to, conferences and
workshops, newsletters, learning circles, workbooks or program
guides, and direct peer-to-peer training.
8808.4. Funding for the center shall be provided through a public
and private partnership shared by the state and the foundation
community.
SEC. 2. The heading of Chapter 5 (commencing with Section 8810) of
Part 6 of the Education Code is amended and renumbered to read:
